Project Officer - Inclusive Education

Responsibilities

1. Project Coordination and Planning

  • Coordinate the delivery of the Inclusive Education project focusing on education for learners with deafblindness and multi-sensory impairments in line with the project workplan; Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL plan), budget and risk register.
  • Ensure the project implementation is responsive to the needs and aspirations of learners with deafblindness and multi-sensory impairments in line with the National Strategy of Inclusive Education along with Sense International Tanzania’s values, strategic plan, policies, and procedures.
  • Coordinate the continuous professional development for Special Needs Education teachers located at the 10 deafblind units in Tanzania.
  • Coordinate the online continuous professional development for teachers and carers for children with disabilities in Tanzania.
  • Contribute to the development and promotion of Sense International’s Global Deafblindness Resource Hub, working with colleagues to produce accessible resources and content that can be loaded onto the hub.
  • Build and maintain strong relationships with Government Authorities, education providers, development agencies, Organisations for People with Disabilities, and other stakeholders to ensure successful achievement of the project.
  • Attending meetings on behalf of Sense International Tanzania as well as any other relevant working groups, online and in person.

2. Monitoring and evaluation 

  • Develop and regularly update the PMEAL plan for the project as required under the guidance of the Programme Manager.
  • Monitor the progress of the project by ensuring that the monitoring systems and tools are developed and adhered to, as well as Sense International’s quality standards across the projects are upheld.
  • Support and monitor the work of deafblind master trainers ensuring that they are working as per required standard operating procedures (SOPs) and using the approved materials.
  • Support the quality delivery of learning for children with deafblindness in 10 deafblind units, ensuring that all trained teachers, caregivers, and school leaders deliver the quality education for children with deafblindness and multi-sensory impairments.
  • Organise Annual Stakeholder Review meetings, periodic project reviews, and evaluation of the project implementation, effectiveness, impact, and sustainability.
  • Collect and develop case studies from the project on a quarterly basis.

3. Reporting 

  • Collect data and populate reports according to the schedule agreed with the Programme Manager, this will be at least quarterly as well as annually.
  • Report regularly on the progress of the project to the Programme Manager and in accordance with the monitoring and reporting schedule.
  • Contribute to project progress reports for the respective donor, through both financial and narrative reports, as well as updated PMEAL plan, risk register and case studie

4. Financial Monitoring

  • Support the Programme Manager with efficient management of the project budget and workplan.
  • Working closely with the Programme Manager on reviewing monthly expenditure reports, forecasts, variance explanations, and budget revisions when necessary.


5. Advocacy and Awareness Raising

  • Contribute to advocacy work, participating in advocacy meetings and networks and influencing government officials and other key stakeholders in line with the project’s advocacy objectives.

6. Safeguarding Responsibilities

  • Ensure familiarity, and compliance with, Sense International Tanzania’s child and vulnerable adult protection policy, and Code of Conduct for staff.
  • Participate in any training offered on Safeguarding by Sense International Tanzania.
  • Report any concerns or suspicions regarding safeguarding violations using the Sense International Tanzania procedures and appropriate Government reporting channels.
  • Ensure all stakeholders understand and adhere to the Sense International Tanzania safeguarding procedures prior to the engagement with the project or beneficiaries.
  • Provide guidance to members of staff, contractors, partners, people in our projects (i.e. direct beneficiaries and caregivers as appropriate), or the general public (as appropriate) on issues of safeguarding with support and guidance from the Sense International Safeguarding Lead.

 7. Other

  • Contribute to Organisation’s team meetings and the general running of the team’s work when needed.
  • Contribute to the concept development process for new Inclusive Education project concepts, as and when required.
  • To perform any other duties that may be assigned to him/her. 

Qualifications

Knowledge and Qualifications

  • Bachelor’s degree in education, Social Science Community or Development studies, or equivalent level of experience.
  •  Understanding of and sensitivity to the rights of people with disability, including knowledge of: the National Strategy on Inclusive Education, Convention on the Rights of Persons with Disabilities (CRPD)m Tanzanian Disability Act, Special Needs Education Policy, etc.
  • Knowledge of the challenges facing people with disabilities, and preferably some understanding of deafblindness and multi-sensory impairments.
  • Knowledge of online training platforms / software.

Achievements and Experience 

  • At least 3 years’ experience in project coordination and monitoring.
  • At least 5 years’ experience delivering inclusive education projects / programmes for people with disabilities in Tanzania.
  • Proven experience in coordinating onsite and online teacher trainings.
  • Experience of supporting implementation of Safeguarding systems.
  • Ability to work effectively to tight deadlines with minimum support.
  • Experience and skills to support interns, volunteers, trainers, and consultants.
  • Independent worker and self-starter with close attention to detail at all times, including when under pressure.
  • Excellent interpersonal and team skills including tolerance and flexibility.
  • Strong training and workshop facilitation skills.
