Country Programme Lead – Tanzania

Responsibilities

KEY AREAS OF RESPONSIBILITIES

1. Programmes and advocacy

  • Provide overall programme direction and lead the team on programme implementation.
  • Align the programmes to the strategic objectives by setting and managing annual work plans and budgets.
  •  Ensure that the organisation has agreements in place with relevant government authorities, civil society partner organisations and wider partner organisations to achieve its goals.
  • Ensure a high level of programme quality and accountability including robust monitoring and evaluation systems and effective grant management systems are in place meeting organisational needs and delivering compliance with grant conditions.
  • Ensure submission of accurate and timely reports complying with grant agreements.
  • Supervise contracting and oversight of consultants for specialist work such as provision of technical assistance on deafblindness, evaluations, quality assurance, research and scoping of innovation.
  • Oversee and support the building of the capacity of partner organisations to deliver high quality services for people with deafblindness and multi-sensory impairments.
  • Oversee programme risk to ensure that project risk registers are reviewed on a regular basis and mitigate risk.
  • Ensure strong implementation of the organisation’s safeguarding policies and systems ensuring staff are trained and partner organisations have suitable policies and training in place.
  • Build strong professional relationships with key stakeholders championing the cause of persons with deafblindness and multi-sensory impairments.
  • Raise awareness of deafblindness among government, local and international NGOs, parents, professionals, and associations.

  • Build the capacity of government and wider civil society to include people with deafblindness and multi-sensory impairments in mainstream programmes and foster the development of networks of parents, people with deafblindness, and professionals.
  • Influence government, both on behalf of the organisation, its programmes and target group and as part of wider initiatives on disability with other organisations, to ensure that deafblindness is on the national and local agenda.
  • Co-ordinate collection and curation of case-studies, photos and videos showcasing organisation’s work in Tanzania, ensuring proper management of assets and permissions. Ensure provision of case-studies for the organisation’s publications and presentations.

2. Administration

  • Effectively oversee day to day administration of operations of the organisation including offices, vehicle fleet and wider support staf.

 3. Human Resource Management

  • Line manage the Senior Programme Coordinator, Senior Fundraising Coordinator (matrix managed with Regional Fundraising Manager) and Finance and Admin Officer (matrix managed with Regional Finance Manager).
  • As appropriate, lead the recruitment of the organisation’s staff, in consultation with Regional and UK teams, as needed.

4. Financial Management

With the Regional Team, particularly the Regional Director and Regional Finance Manager:

  • Ensure effective and efficient use of organisation’s financial resources, transparent management and reporting of all income streams, and compliance with restricted funding processes and contractual obligations.
  • Ensure strong budgeting, disbursement, reporting and forecasting.
  • Ensure financial risks are managed working with the Finance and Administration Officer in line with agreed policies and procedures.
  •  Oversee and support development of annual and multi-year plans and budgets and quality and timely programme and financial reports.
  •  Ensure monitoring and control of expenditure.
  • Review of partner organisations’ financial management capacity and the under-taking of due diligence assessments.

5. Resource mobilisation, partnerships and alliances

With the Regional Team, particularly the Regional Director and Regional Fundraising Manager:

  • Support diversification of funding and deepen relationships with donors and supporters, ensuring maximum core cost recovery, where possible, and raising of unrestricted funds.
  • Identify new funding opportunities and coordinate the development of high-quality funding proposals and responses to calls for proposals.
  • Collaboratively develop innovative proposals for funding.
  • Develop partnerships and alliances with a view to collaboration on joint funding proposals and consortium bids.

6.  Accountability and governance support

 Support the Regional Director in:

  • Effective and efficient running of the organisation overall, and for ensuring transparency and compliance with organisational policies at all levels.
  •  Keeping up to date on all legal, financial and tax requirements of the Tanzanian government.
  • Good governance of the organisation, including by preparing papers and providing relevant information for Board meetings and AGMs.
  • Other duties to support governance as requested and needed by the Regional Director.

 


Qualifications

PERSON SPECIFICATION

  • The successful candidate will be able to demonstrate the following knowledge, skills and
    experience.

 Experience

Essential

  • At least 5 years minimum working experience in the social or international development f
    ield in senior programme management.
  • Demonstrable experience with programme and grant management, including project planning and budgeting, initiation, implementation, reporting and closure.
  • Experience of managing budgets and finances.
  • Demonstrable experience in donor management, including knowledge and experience managing compliance to diverse donors.
  • Proven experience of line management of staff.
  •  Proven experience in project and programme design and proposal development.
  • Experience of national or local (community, grass roots) level advocacy work, including setting advocacy targets and tracking change.
  • Experience of financial planning and budget management.

Desirable

  • Experience of working with people with disabilities and/or protection of children or vulnerable adults.
  • Experience in and understanding of the disability sector will be a strong advantage.
  • Specific experience in one of the organisation’s key areas – disability and development, inclusive education, early intervention, livelihoods and advocacy.
  • Experience of managing grants from statutory funders such as the UK Foreign, Commonwealth and Development Office (FCDO), EU or USAID.
  • Lived experience of disability.
  • Experience of managing high performing teams.
  • Understanding of governance and the role of boards.
